Institutional Accountability

Governance, Leadership & Fiduciary Oversight

Upholding the sacred principle of Al-Amanah (fiduciary trust). TDF operates under a rigorous two-tier governance structure combining non-executive board stewardship with independent operational and field monitoring.

Structure of Authority

Our Institutional Architecture

Designed to prevent conflicts of interest, guarantee external audit compliance, and ensure zero political or clan interference in aid delivery.

Tier 1: Non-Executive

Board of Directors

The Board serves as the supreme governing authority of TDF. Composed of independent civic leaders, legal specialists, educationists, and community representatives, the Board exercises strict non-executive fiduciary oversight.

  • Ratification of annual multi-year strategic plans and operational budgets.
  • Independent appointment and performance evaluation of executive management.
  • Direct commissioning of external financial audits and safeguarding reviews.
  • Maintenance of institutional adherence to Galmudug State non-profit laws.
Tier 2: Operational Execution

Executive Management Team

Headquartered at our primary secretariat in Dhuusamareeb, the Executive Team manages day-to-day project operations, community mobilization, procurement, and humanitarian emergency response.

  • Direct management of field operations, teaching staff, and contractors.
  • Day-to-day administration via the internal TDF-TIMS enterprise database.
  • Stakeholder coordination with federal ministries, UN clusters, and local elders.
  • Monthly financial reconciliation and dual-signatory disbursement controls.
Community Interface

Community Oversight Committees (COCs)

At each school, madrasa, or borehole site, an independently elected COC (with mandatory 50% women inclusion) maintains grass-roots accountability and acts as a direct watchdog for beneficiary communities.

  • Daily monitoring of teacher attendance and classroom conditions.
  • Joint verification of delivered humanitarian goods and construction supplies.
  • Direct reporting channel to TDF senior leadership bypassing field staff.
  • Facilitation of community disputes and protection of school physical assets.
